David was sworn in as Kern County’s Fourth District Supervisor on January 7, 2013. Supervisor Couch was re-elected to office in 2016, 2018 and 2020.
David is a lifelong resident of Kern County and has served as a City Councilman and County Supervisor for over 20 years. David has over 25 years of private sector experience working in the financial services and energy industries.
Supervisor Couch represents Kern County’s Fourth District, which includes the communities of Lost Hills, Delano, McFarland, Wasco, Shafter, Buttonwillow, McKittrick, Derby Acres, parts of Southwest Bakersfield, Lamont, and Arvin.

During his time on the Board of Supervisors, Supervisor Couch has worked to support public safety, improve air quality, promote healthier lifestyles though wellness programs, and encourage business development and job growth.
